Article VIII: Finance

Section 1: Overall Financing

VIII.1.00 ASCWI shall adopt an annual operating budget for each fiscal year.

VIII.1.01 The vice president of records and finance shall prepare the proposed budget in consultation with the Executive Council and Advisory Council members.

VIII.1.02 Advisory Council members may submit budget requests and funding recommendations related to their areas of responsibility for consideration during budget development.

VIII.1.03 During the spring semester, the current General Council shall review and approve a proposed operating budget for the following fiscal year.

VIII.1.04 During the summer or fall semester, the newly seated General Council shall review the proposed budget, amend it as necessary, and adopt the operating budget for the current fiscal year.

VIII.1.05 The adopted budget shall be submitted to the dean of students through established college processes.

VIII.1.06 The Executive Council may approve budget amendments during the fiscal year to address operational needs, emerging priorities, and changes in available funding.

VIII.1.07 All budget amendments shall be reported to the Advisory Council at the next regularly scheduled meeting.

VIII.1.08 In the event that additional funding is necessary during the fiscal year, the Executive Council may, in consultation with the dean of students, develop and submit a request for increased funding. All requests shall follow applicable CWI policies, procedures, and approval processes.

Section 2: Budget Priorities

VIII.2.00 The Advisory Council shall annually discuss student needs, program priorities, and funding recommendations and shall provide opportunities for student input.

VIII.2.01 Advisory Council recommendations shall be considered by the Executive Council during budget development and budget amendment discussions.

VIII.2.02 In developing the budget, the Executive Council shall consider:

VIII.2.02.01 Student feedback and identified needs;

VIII.2.02.02 Student programming and engagement opportunities;

VIII.2.02.03 Operational and leadership development needs;

VIII.2.02.04 Available financial resources; and

VIII.2.02.05 Previous allocations and spending trends.

Section 3: Student Club Funding

VIII.3.00 The ASCWI annual budget shall include a dedicated allocation for recognized student clubs and organizations.

VIII.3.01 The amount allocated shall be determined annually by the Executive Council based on available funding, historical expenditures, and the number and needs of active student clubs.

VIII.3.02 Funds designated for student clubs shall be used in accordance with college policies and procedures.
