200: Parliamentary Rules & Procedures

200.01 The most recent published edition of Robert's Rules of Order, Newly Revised, shall govern the proceedings of the meetings of the ASCWI General Council, so long as they shall not conflict with any of the rules of procedure specifically set forth in the ASCWI Constitution and/or Bylaws.

201: ASCWI Meetings

201.01 ASCWI General Council Meetings

201.01.01 The ASCWI General Council, consisting of the Executive Council members and Advisory Council members, shall meet at least once per month for the duration of their term.

201.01.02 General Council meetings shall be held on the second Tuesday of each month at 5 p.m. at a CWI location or through an official virtual platform.

201.01.03 Meetings shall include Executive Council, Advisory Council members, and other participants as outline the Constitution and Bylaws.

201.02 Executive Council Meetings

201.02.01 The Executive Council may meet separately as needed to discuss operational matters and develop recommendations for consideration by the General Council. These meetings shall be closed and are intended for planning and coordination rather than final decision-making.

201.02.02 The Executive Council meeting schedule shall be established by the president in consultation with the advisor.

201.03 Committee Meetings

201.03.01 Standing committees shall meet regularly as necessary to fulfill their assigned responsibilities.

201.03.02 Committee chairs shall determine meeting dates, times, and locations, subject to advisor approval when required.

201.03.03 Committee meetings may be conducted in-person at a CWI location or through an official virtual option.

201.03.04 Committee meetings shall include the council member serving as committee chair and all appointed members.

201.03.05 Committee meetings are closed to non-members. Attendance is limited to appointed committee members, advisors, and individuals specifically invited by the committee chair.

201.03.06 Events & Programming Committee

201.03.06.01 The Events and Programming Committee shall meet at least twice per month during their term of service.

201.03.06.02 Meetings shall be held at a CWI location or through an official virtual platform at dates and times established by the committee chair.

201.03.07 Student Services Committee

201.03.07.01 The Student Services Committee shall meet at least once per month during their term of service.

201.03.07.02 Meetings shall be held at a CWI location or through an official virtual platform at dates and times established by the committee chair.

201.03.08 Online Engagement & Outreach Committee

201.03.08.01 The Online Engagement and Outreach Committee shall meet at least once per month during their term of service.

201.03.08.02 Meetings shall be held at a CWI location or through an official virtual platform at dates and times established by the committee chair.

201.03.09 Community Service & Civic Engagement Committee

201.03.09.01 The Community Service and Civic Engagement Committee shall meet at least once per month during their term of service.

201.03.09.02 Meetings shall be held at a CWI location or through an official virtual platform at dates and times established by the committee chair.

201.03.10 Club Recognition & Support Committee

201.03.10.01 The Club Recognition and Support Committee may meet more frequently as necessary to administer club recognition processes, review and approve club funding requests, and evaluate club funding tiers and support recognized student clubs, including during:

a. Fall and spring club open enrollment periods for club recognition.

b. Peak periods for club funding requests.

201.03.10.02 The Club Recognition and Support Committee shall meet at least once per week during their time of service, except during periods of low operational activity as determined by the Executive Council and advisor.

201.03.10.03 Meetings shall be held at a CWI location or through an official virtual platform at dates and times established by the committee chair.

201.04 Student Leadership Circle Meetings

201.04.01 Student Leadership Circle meetings shall serve as a collaborative forum for recognized student clubs and their designated student representatives to:

a. Share updates, accomplishments, and information related to club activities and operations;

b. Receive guidance and administrative updates relevant to student clubs;

c. Learn about student engagement opportunities and larger campus events;

d. Connect with campus departments and resources that support student success and club initiatives; and

e. Discuss funding opportunities, organizational needs, and support available through ASCWI.

201.04.02 The ASCWI president shall facilitate Student Leadership Circle meetings at least once per month, during October, November, December, March, April, and May, in consultation with the vice president of student resources.

201.04.03 Meetings shall be held the first Tuesday of each month at 5 p.m. at a CWI location.

201.04.04 Each recognized student club shall be represented at Student Leadership Circle meetings by at least one designated student representative.

201.04.05 Student Leadership Circle meetings shall be attended by members of the General Council.

201.05 General Provisions

201.05.01 General Council meetings and Student Leadership Circle meetings shall be open to the public in accordance with applicable open meeting policies.

201.05.02 Reasonable exceptions to meeting dates, times, or locations may be made by the Executive Council when necessary.

202: Bills

202.01 Bills must be sponsored by two (2) or more members of the General Council to be considered.

202.02 Presentation of bills to the General Council shall adhere to the following procedure:

202.02.01 The bill must be on the agenda. The agenda may be amended to include the bill.

202.02.02 One of the bill sponsors reads the bill aloud. They must refrain from discussion during the reading.

202.02.03 If necessary, a motion may be made to correct punctuation, grammar, or formatting. Council members can move to make such corrections to the proposed bill individually or move to make all corrections through one motion.

202.02.04 Upon completion of any corrections, the chair asks for a motion to discuss the bill.

202.02.05 Upon recognition by the chair, the primary sponsor of the bill gets the first opportunity to discuss the bill.

202.02.06 Once the primary sponsor is done speaking, any member of the General Council may discuss the bill upon recognition by the chair.

202.02.07 Each member of the General Council is allowed one chance to discuss the bill and may not speak again, unless called upon for inquiries, until all others wishing to speak have had the chance to do so.

202.02.08 Following discussion, the proposed bill can then be referred to the applicable committee, tabled to a later date, or voted on immediately by motion. A call to question can be made by the chair or by a member of General Council as discussion of the proposed bill ends. Additional options for the proposed bill are available at this time so long as they are in accordance with the Robert’s Rules of Order.

202.02.09 Members of the Advisory Council may participate in discussion, debate, and recommendation of bills but shall not cast votes on final approval.

202.03 Voting

202.03.01 Following discussion by the General Council, bills shall be voted upon by the Executive Council. Only Executive Council members shall have voting rights.

202.03.02 Executive Council members may vote in writing by proxy in the case that their absence is excused.

i. The Proxy vote must be received by the designated recording officer and the ASCWI Adviser 48 hours before the scheduled vote.
ii. If amendments of the bill are adopted during the meeting, then proxy votes can no longer be counted.

202.03.03 Approval of a bill shall require a majority vote of Executive Council members present and voting, unless otherwise specified in these bylaws. In the event of a tie vote, the president may exercise any tie-breaking authority granted in the Constitution.

202.03.04 A quorum for voting shall consist of a majority of seated Executive Council members.

202.04 If the Executive Council passes a bill, the ASCWI president shall, within four (4) school days:

202.04.01 Sign the bill, in which case it shall take immediate effect; or

202.04.02 Not sign the bill, in which case it shall take effect five (5) school days after following Executive Council approval; or

202.04.03 Veto the bill by informing the vice president of student life, vice president of records and finance, and the lead sponsor of the bill of the veto in writing.

202.05 If the president vetoes a bill, it shall automatically be returned to the Executive Council for reconsideration. Here the bill shall require a two-thirds vote of the seated membership of the Executive Council to override the veto and take effect.

202.06 The presiding officer of a passed bill shall ensure that the final engrossed copies of bills shall include:

202.06.01 The date of approval by the Executive Council; and

202.06.02 The signature of the officer presiding at its approval; and

202.06.03 The dated signature of the president, if signed into effect by the president.

202.07 The vice President of records and finance shall maintain both digital and print copies of the final engrossed bills ensuring they are provided to the ASCWI advisor and retained within ASCWI governing documents records.

203: Resolutions

203.01 Resolutions are documents sponsored by two (2) or more members of the General Council formally stating the official policy, opinion, will, or intent of ASCWI as approved by the Executive Council.

203.02 Resolutions shall be printed in Idaho State Legislative form for presentation.

203.03 Resolutions shall take effect immediately following their approval by the Executive Council unless otherwise specified within the resolution.

203.04 Final engrossed copies of resolutions shall include:

203.04.01 The date of approval by the Executive Council; and

203.04.02 The signature of the officer presiding at its approval.

204: Transition of Officers

204.01 Newly elected executive officers shall participate in orientation, training, and transition activities prior to assuming office.

204.02 Outgoing officers shall provide reasonable assistance to support the transition of responsibilities.
