Higher Education Emergency Relief Funding

Higher Education Emergency Relief Funding (HEERF) provides funding to institutions of higher education to ensure learning continues during the COVID-19 pandemic. This funding includes emergency financial support for students who are and/or have been impacted directly by the pandemic.   

HEERF includes three separate acts:

  • CARES – Coronavirus Aid, Relief, and Economic Security Act
  • CRRSAA – Coronavirus Response and Relief Supplemental Appropriations Act
  • ARP – American Rescue Plan Act

CARES Act Funding

Pursuant to the requirements of Section 18004(e) of the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act” or the “Act”)), Pub. L. No. 116-136, 134 Stat. 281 (March 27, 2020), the College of Western Idaho (CWI) is publishing the following information regarding the awarding and disbursement of funds to students in the form of emergency grants.

CWI has signed and returned to the Department of Education the Certification and Agreement and intends to use no less than 50% of the funds received from Section 18004(a)(1) and Section 18004(c) of the CARES Act to provide Emergency Financial Aid Grants to students.

CWI followed the methodology below to determine which students received Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act.

CWI remains committed to Student Financial Success while retaining Organizational Stewardship. We consider that all students incurred unanticipated expenses related to the disruption of campus operations in response to COVID-19. As such, funds allocated to CWI were distributed to all eligible students based on the model below.

The combination of a tiered approach partnered with a student application process allows CWI to disburse these funds to the majority of eligible students quickly while still providing an avenue for students to request additional funds, if needed. This model is designed to best meet the particular needs of our CWI student population.

Eligibility Requirements:

  • Currently enrolled & eligible at the time of disbursement
  • Degree-seeking or enrolled in an approved certificate program
  • Title IV eligible as determined by the FAFSA
  • Meeting Satisfactory Academic Progress (SAP)

Distribution Process for Spring & Summer Semesters 2020:

  • Distribution is tiered by eligible student’s attendance at the time of disbursement:
    • $400 – Full-time (12 credits or more)
    • $300 – Quarter-time (9 - 11 credits)
    • $200 – Half-time (6 - 8 credits)
    • $100 – Less than half-time (less than 6 credits)
  • Students were able to submit an application for additional funding. Amounts disbursed were determined on a case-by-case basis.

For the Spring & Summer Semesters 2020, CWI has estimated the total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants under Section 18004(a)(1) of the CARES Act to be 4,485 students.

Distribution Process for Fall Semester 2020:

  • Distribution is the following amount for each eligible student at the time of disbursement: $100
  • Students were able to submit an application for additional funding. Amounts disbursed were determined on a case-by-case basis.

For the Fall Semester 2020, CWI has estimated the total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants under Section 18004(a)(1) of the CARES Act to be 4,134 students as of the time of awarding.

This funding is provided to help you cover costs related to the disruption of campus operations due to COVID19 and is intended to assist you with expenses such as course materials, technology, food, housing, healthcare, and childcare. A grant has been added to your account, which can be viewed in your Self-Service Toolkit on myCWI. Depending on your refund method, you will be receiving this within the next 10 business days. Your COVID-19 Emergency Grant Funding application has been reviewed and you have been awarded additional grant money. If you marked on your application that you would like your funds applied to your student account first, it will be posted to your account. If you have excess funds after the grant has been applied to your balance, you will receive a refund. If you did not choose that option or do not have an outstanding balance, you will be refunded the full amount of your grant. Depending on which refund method preference you have set up, you will receive your refund within 10 business days. Eligibility Requirements

CWI followed the methodology below to determine which students received Emergency Grants.

  • Academic Transfer / Career & Technical Education Students – established enrollment for the fall semester
  • Workforce Development / Adult Education students – enrolled in any course with a start date of July 1, 2021, through Dec. 31, 2021, and/or a start date of Jan. 1, 2022, through Jan. 31, 2022.

Methodology

One block grant per student was awarded to eligible students enrolled in the time period from July 1, 2021, through Dec. 31, 2021, and/or a start date of Jan. 1, 2022, through Jan. 31, 2022. 

The amount per student was based on the following at time of disbursement.

Students were able to submit an application for additional funding. Amounts disbursed were determined on a case-by-case basis.

Academic Transfer and Career & Technical Education (CTE) students awarded Emergency Grants received the following email:

Dear Student,

As a part of the American Rescue Plan, the Department of Education has awarded additional COVID-19 Emergency Grant to College of Western Idaho (CWI). This funding is intended to assist students with educational costs, including tuition and fees, housing and meals, books and supplies, transportation, etc.

You have been awarded an emergency grant based on your current EFC, If we do not have a FAFSA on file for you, you do not have an EFC and were awarded the base amount. For a breakdown of grant amounts, see the ARP Act Information section under Eligibility & Distribution. This grant is money that you do not need to pay back.

Refunds are usually available within 1-2 business days, provided a student has a refund preference set up. If you have not set up a preference, visit the Refunds page. Please contact Student Accounts with additional questions regarding your refund method and timing.

If you would like to request additional funds due to financial challenges related to the COVID, you can submit an application.

Workforce Development (WD) and Adult Education (AE) students awarded Emergency Grants received the following email:

Dear Student,

As part of the American Rescue Plan, The Department of Education has awarded an additional COVID-19 Emergency Grant to the College of Western Idaho. This funding is intended to assist students with educational costs, including tuition costs and fees, housing and meals, books and supplies, transportation, etc.

As a result of this grant, CWI is awarding you a $500 emergency grant.

The college has processed and mailed a refund check to the address we have on file for you. Please allow 2 weeks to receive your check in the mail.

Please email Student Accounts with questions about your refund.

This grant is money that you do not need to pay back. (Please note that CWI's use of the term "refund check" is for internal documentation only and does not mean the college is refunding your money-you are getting an award of money.) Since this is an Emergency grant, it is not taxable. If you have any questions, please do not hesitate to contact us. Emergency financial aid grants, such as this money, may be used for any component of cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or child care. Students determine how they may use their emergency financial aid grant within the allowable uses.

Please allow 2 weeks to receive your check in the mail. Students who do not have a current address on file will need to update their address with the college. Please email student accounts at studentaccounts@cwi.edu with questions about your refund.

Students denied application for an Emergency Grants receive the following email:

Your COVID-19 Emergency Grant application has been reviewed. At this time, you are not eligible for these funds. You may have already received the maximum $1500 grant or your application may have been incomplete. If you did not complete the signature portion of your application, you will need to submit another application. Please ensure the application is completely filled out before submitting it again.
