ASCWI Constitution

Purpose

Updated August 2026

The representatives of ASCWI represent the student population of the College of Western Idaho (CWI) and it is their mission to promote the well-being of all students. Fulfillment of this mission is achieved first, by providing accurate and impartial representation of the student body. Second, by respecting the integrity, dignity, worth, and differences of all individuals. Third, by maintaining a professional, courteous, and safe environment whereby its students may express their opinions, hopes, and grievances. Service, as a member of ASCWI, requires a commitment to uphold these ideas and to discourage behaviors which threaten the freedom and respect every individual deserves while maintaining a sense of decorum fitting a representative of the student body.

It is the policy of the ASCWI not to discriminate against any individual on the basis of race, sex, color, national origin, religion, age, sexual orientation, disability or any other category protected by applicable federal, state, or local law. Further, the ASCWI shall strive to develop an educational environment free from harassment, and free from derogatory, demeaning or inflammatory speech or imagery by any recognized ASCWI activity, club, or organization.

Section 1: Name & Membership

I.1.00 This organization shall be known as the Associated Students of College of Western Idaho (ASCWI).

I.1.01 Membership shall consist of all students enrolled in any degree, certificate, or training program with an expected duration of more than 60 calendar days and who are not solely enrolled in designated dual credit courses at College of Western Idaho (CWI). 

Section 2: Structure

I.2.00 The ASCWI government shall consist of a General Council, which shall be composed of the Executive Council and Advisory Council.

I.2.01 The General Council shall serve as the representative governing body of ASCWI and shall include all elected Executive Council officers and appointed Advisory Council members.

I.2.02 Executive authority shall be vested in the President and three Vice Presidents:

I.2.01.01 Vice President of Student Life

I.2.01.02 Vice President of Student Resources

I.2.01.03 Vice President of Records and Finance

I.2.03 Operational and programmatic authority shall be exercised through Council Members and their respective committees. 

I.2.04 The Advisory Council shall consist of Council Members appointed to advance specific functional areas of Events & Programming, Student Services, Online Engagement & Outreach, Club Recognition & Support, and Community Service & Civic Engagement.

Section 1: Officer Qualifications

II.1.00 All ASCWI Officers must meet all of the following qualifications:

II.1.01 Must be currently enrolled with a minimum of six (6) credit hours at CWI per semester, excluding summer.

II.1.02 Must maintain a minimum semester and cumulative grade point average of a 2.5 or higher on a 4.0 grading scale.

II.1.03 Not presently nor within the previous 2 semesters, have been under any Student Conduct Sanction.

Section 1: General Duties & Responsibilities

III.1.00 The executives shall:

III.1.00.01 Administer the affairs of ASCWI, implement programs and policies, and execute all adopted bylaws, legislation, and rules.

III.1.00.02 Propose the establishment, functions, and responsibilities of ASCWI boards and committees.

III.1.00.03 Determine the time, date, and place of all regular and supplemental executive meetings.

III.1.00.04 Attend all General Council meetings.

III.1.00.05 Review minutes from the previous meeting to ensure accuracy.

III.1.00.06 Appoint members to ASCWI boards and committees, as well as collegewide committees that include student representation. All appointments shall be subject to confirmation by a majority vote of the Executive Council. 

III.1.00.07 Perform other duties as assigned by the ASCWI advisor and the ASCWI president.

III.1.00.08 Be responsible to ensure that the ASCWI government upholds this Constitution.

Section 2: Individual Powers & Responsibilities

III.2.00 The president shall:

III.2.00.01 Preside over all Executive Council meetings.

III.2.00.02 Call special sessions of the General Council with 48 hours’ notice when necessary to serve the general welfare of the ASCWI.

III.2.00.03 Establish boards and special committees as necessary to serve the general welfare of the ASCWI.

III.2.00.04 Have the authority to nominate council members to represent the ASCWI to other associations of faculty, staff, or administration.

III.2.00.05 In the event of a vacancy of an officer, have the authority to nominate a replacement from the membership of the ASCWI.

III.2.00.06 Serve as a representative to the CWI Board of Trustees.

III.2.00.07 Be empowered to approve or veto all General Council legislation, with the exception of all internal rules and procedures established within this Constitution.

III.2.00.08 Cast a vote in case of a tie among voting members of the General Council.

III.2.00.09 Exist as an ex-officio member of all ASCWI boards and committees.

III.2.00.10 Keep the ASCWI advisor informed and current on work, decisions, meetings, and other pertinent information regarding the ASCWI executives.

III.2.00.11 Establish regular monthly meetings with the dean of students to keep them informed and current on work, decisions, meetings, and other pertinent information regarding the ASCWI executives.

III.2.00.12 Perform other duties that are necessary to serve the general welfare of the ASCWI.

III.2.01 The vice president of student life shall:

III.2.01.01 Lead initiatives that focus on internal campus experience and student engagement.

III.2.01.02 Oversee the council members that chair the Events and Programming Committee, Student Services Committee, and Online Outreach and Engagement Committee.

III.2.01.03 Provide administrative support to the Events and Programming Committee, Student Services Committee, and Online Outreach and Engagement Committee.

III.2.01.03 Chair all General Council meetings.

III.2.01.04 Serve as a voting member of ASCWI General Council.

III.2.01.05 Be proficient and follow Robert's Rules of Order during all General Council meetings.

III.2.01.06 Create and post General Council meeting agenda.

III.2.01.07 Keep the ASCWI advisor informed and current on work, decisions, meetings, and other pertinent information regarding the ASCWI Executive Council and Committees.

III.2.02 The vice president of student resources shall:

III.2.02.01 Lead initiatives that focus on external connections, policy, and club support.

III.2.02.02 Oversee council members that chair the Club Recognition and Support Committee and Community Service and Civic Engagement Committee.

III.2.02.03 Provide administrative support to the Club Recognition and Support Committee and Community Service and Civic Engagement Committees.

III.2.02.04 In the absence of vice president of student life, chair all General Council meetings.

III.2.02.05 Serve as a voting member of ASCWI General Council.

III.2.02.06 Be proficient and follow Robert's Rules of Order during all General Council meetings.

III.2.02.07 In the absence of vice president of student life, create and post General Council meeting agenda.

III.2.02.08 Keep the ASCWI advisor informed and current on work, decisions, meetings, and other pertinent information regarding the ASCWI Executive Council and Committees.

III.2.03 The vice president of records and finance shall:

III.2.03.01 Serve as a voting member of ASCWI General Council.

III.2.03.02 Prepare and distribute monthly financial reports for ASCWI government members, the ASCWI advisor (or their designee), and dean of students, upon request.

III.2.03.03 Work to develop the annual budget allocations report and assist with any special contingency requests throughout the year.

III.2.03.04 Ensure that the ASCWI budget procedures, practices, and day-to-day activities conform to all CWI business and accounting procedures.

III.2.03.05 Assist the ASCWI advisor in the accounting of all ASCWI funds and approved expenditures, ensuring strict adherence to all applicable CWI policies, as well as State of Idaho and federal non-profit statutes.

III.2.03.06 Function with independence and ethical and fiscal integrity to ensure that all applicable accounting regulations are followed.

III.2.03.07 Record and publish the official minutes and formal documents for all General Council and Student Leadership meetings.

III.2.03.08 Call roll and record attendance within the official minutes; maintain a master record of compliance with the ASCWI attendance policy for all voting members.

III.2.03.09 Notify the public of all government and supplemental meetings at least 48 hours in advance, in accordance with open meeting standards.

III.2.03.10 Monitor weekly office hour logs and report unexcused absences or failures to meet minimum hour requirements to the ASCWI president and advisor.

III.2.03.11 Keep and maintain all records, including filings, notifications of actions or elections, and other documents according to standard policies and procedures related to non- profit organizations and Idaho corporate law and statutes.

III.2.03.12 Perform other duties as may be assigned by the president.

Section 1: Committee Structure & Reporting

IV.1.00 ASCWI shall operate through the following standing functional committees divided into two administrative branches. Each committee shall include appointed student members to serve as primary mechanism for student involvement and leadership development.

IV.1.01 Student Life Branch
The following committees shall report directly to the Vice President of Student Life:

IV.1.01.01 Events & Programming: Responsible for planning, coordinating, and executing campus-wide events, student activities, and programs.

IV.1.01.02 Student Services: Responsible for identifying gaps in student support services, advocating for student needs and expansion of campus resources.

IV.1.01.03 Online Engagement & Outreach: Responsible for connecting with, supporting, and conducting outreach to online students as well as managing digital marketing and social media communication.

IV.1.02 Student Resources Branch
The following committees shall report directly to the Vice President of Student Resources:

IV.1.02.01 Club Recognition & Support: Responsible for overseeing all aspects of student club recognition and financial support.

IV.1.02.02 Community Service & Civic Engagement: Responsible for connecting students to relevant political and social change information across federal, state, and local governments through organized service projects, volunteer opportunities and civic awareness initiatives.

IV.1.03 Leadership and Management
Each functional area shall be led by a Council Member appointed by the president and confirmed by the Executive Council. Each council member shall:

IV.1.03.01 Chair their respective committee and report to directly to their assigned vice president.

IV.1.03.02 Delegate a co-chair from their respective committee membership.

IV.1.03.03 Develop and support goals and initiatives aligned with ASCWI priorities.

IV.1.03.04 Assess and Manage assigned budgets in coordination with the vice president of records and finance.

IV.1.03.05 Report regularly to the General Council.

Section 2: General Duties of the Advisory Council

The ASCWI Advisory Council, acting collectively shall:

IV.2.00.01 Read and adhere to the ASCWI Constitution, Bylaws other legislation.

IV.2.00.02 Identify, communicate, and advocate for the needs, concerns, and interests of the students they represent.

IV.2.00.03 Schedule supplemental Advisory Council meetings with at least 48 hours’ notice to discuss student concerns, develop recommendations,
and prepare proposal for Executive Council consideration.

IV.2.00.04 Perform other duties as assigned by the ASCWI president and the ASCWI advisor(s).

IV.2.00.05 Adopt legislation, bylaws, or regulations necessary for the general welfare for ASCWI.

IV.2.00.06 Provide recommendations and funding requests regarding the allocation of ASCWI funds and budget priorities.

IV.2.00.07 Draft and submit recommendations, legislation, resolutions, and policy proposals to the Executive Council for consideration and action.]

Section 3: Individual Powers & Responsibilities

IV.3.00 Each individual Council Member shall:

IV.3.00.01 Attend all General Council meetings according to the attendance policy outlined in the ASCWI Bylaws.

IV.3.00.02 Attend all assigned board and/or committee meetings.

IV.3.00.03 Review minutes from the previous meeting to ensure accuracy.

IV.3.00.05 Maintain a minimum of two (2) office hours each week and log them in the designated office record.

IV.3.00.06 Attend and participate in activities and other assigned events as required to support the goals and functions of ASCWI.

IV.3.00.07 Give notice of any absences in accordance with the attendance policy outlined in the ASCWI Bylaws.

IV.3.00.08 Be proficient and follow Robert's Rules of Order during all General Council and Committee meetings.

Section 4: General Duties of the Committee Members

IV.4.00 Each individual Committee Member shall:

IV.4.00.01 Actively participate in committee meetings, projects, and initiatives.

IV.4.00.02 Support the committee chair in achieving the goals and objectives of the committee.

IV.4.00.03 Fulfill responsibilities assigned by the committee chair in support of committee operations.

IV.4.00.04 Maintain a minimum of two (2) office hours each week and log them in the designated office record.

IV.4.00.05 Attend and participate in activities and other assigned events as required to support the goals and functions of ASCWI.

IV.4.00.06 Give notice of any absences in accordance with the attendance policy outlined in the ASCWI Bylaws.

IV.4.00.07 Be proficient and follow Robert's Rules of Order during all Committee meetings.

Section 1: Powers & Responsibilities

V.1.00 A Student Affairs official shall act as the ASCWI government advisor.

V.1.01 The advisor shall:

V.1.01.01 Assist and advise the ASCWI government and its individual members as needed.

V.1.01.02 Provide Student Affairs oversight to ensure compliance with college policies, procedures, and applicable governance structures.

V.1.01.03 Establish regular monthly meetings with the dean of students and director, and Student Retention and Engagement to keep them informed and current on work, decisions, meetings, and other pertinent information regarding ASCWI.

Section 1: Occurrence

VI.1.00 Any ASCWI government position may be vacated, either voluntarily or involuntarily in the following ways:

VI.1.00.01 Members are removed from office; or 

VI.1.00.02 Members are no longer a member of the ASCWI; or

VI.1.00.03 Members become unable to perform their duties and surrender their position; or

VI.1.00.04 Members resign from office.

Section 2: Order of Presidential Succession

VI.2.00 In the event that the president is resigned, removed, or otherwise unable to fulfill the duties of the office, the vacancy shall be filled by the vice presidents in the following order:

VI.2.00.01 Vice president of student life

VI.2.00.02 Vice president of student resources

VI.2.00.03 Vice president of records and finance

Section 3: Internal Vacancies & Interim Chairs

VI.3.00 To ensure no committee or executive function remains stagnant during a vacancy; the following procedures apply:

VI.3.00.01 In the absence of an appointed council ,member to chair a specific committee, the overseeing vice president shall serve as the interim chair and assume all responsibilities of that committee until a permanent appointment is made.

VI.3.00.02 The vice president of student life shall chair Events and Programming, Student Service, and Online Engagement and Outreach.

VI.3.00.03 The vice president of student resources shall chair Club Recognition and Support and Community Service and Civic Engagement.

VI.3.00.04 A vice president serving as an interim chair retains their executive voting rights but does not receive additional votes for the committee chair position.

Section 4: Extraordinary Vacancies & Administrative Intervention

VI.4.00 While ASCWI is a student-led body, a "loss of quorum" threshold is established to protect the interests of the student voice during extreme turnover.

VI.4.00.01 If at any point the number of vacant elected officer positions exceeds 50% of the total elected board, the organization shall be deemed in a state of "emergency vacancy."

VI.4.00.02 Upon reaching this threshold, the dean of students is authorized to implement an interim plan for Student Engagement.

VI.4.00.03 This administrative oversight is strictly intended to support the identification, recruitment, and vetting of new student leaders to fill open ASCWI roles and restore the student government to full functionality.

Section 5: Appointment Process for Vacant Vice President Roles

VI.5.00 If a vice presidency becomes vacant and the 50% threshold has not been met:

VI.5.00.01 The president shall screen and nominate a candidate from the current council or the general student body.

VI.5.00.02 The candidate must be confirmed by a two-thirds majority vote of the remaining seated ASCWI officers.

VI.5.00.03 The newly appointed vice president will serve the remainder of the original term.

Section 6: Council Member Vacancy

VI.6.00 In the event of a council member position becomes vacant, and the 50% emergency vacancy threshold has not been met, the position shall be filled using the following procedure:

VI.6.00.01 The vice president of student life or vice president of student resources shall screen and nominate a qualified candidate from the general
student body or the broader student organization.

VI.6.00.02 The nominee must be confirmed by a supermajority (two-thirds) vote of the ASCWI Executive Council.

VI.6.00.03 The newly appointed council member will serve the remainder of the current term.

Section 7: Movement Within ASCWI Government

VI.7.00 To maintain continuity and structural integrity when an active leader changes roles within the government, the following rules apply:

VI.7.00.01 If a currently seated ASCWI government member is appointed to fill a vacancy, that member has exactly 48 hours to accept or decline the appointment.

VI.7.00.02 An active student government member may be considered and appointed for a different position within ASCWI without being required to resign from their current position prior to the appointment process.

VI.7.00.02 Upon formal confirmation by the ASCWI Executive Council to the new position, the member shall automatically and immediately be removed from his or her original position.

Section 8: Multiple Government Positions

VI.8.00 To ensure fair representation and balanced workloads, strict limits are placed on holding concurrent titles:

VI.8.00.01 No elected or appointed member of the ASCWI government should hold more than one position simultaneously.

VI.8.00.02 The appointment of a current ASCWI government member to a different position shall be governed by section 7 of this article and shall not be considered a violation of this section, provided the member’s former position is vacated immediately upon confirmation to the new position.

VI.8.00.03 This section does not conflict with the temporary, non-voting “dual roles” assigned to vice presidents serving as interim chair under section 3 of this article. 

Section 1: Public Meetings

VII.1.00 All meetings of the ASCWI government shall be open to the public.

VII.1.01 The time, date, and location of government meetings must be posted on the ASCWI public facing webpage and/or must be available by request to ascwi@cwi.edu at least 48 hours in advance.

Section 1: Overall Financing

VIII.1.00 ASCWI shall adopt an annual operating budget for each fiscal year.

VIII.1.01 The vice president of records and finance shall prepare the proposed budget in consultation with the Executive Council and Advisory Council members.

VIII.1.02 Advisory Council members may submit budget requests and funding recommendations related to their areas of responsibility for consideration during budget development.

VIII.1.03 During the spring semester, the current General Council shall review and approve a proposed operating budget for the following fiscal year.

VIII.1.04 During the summer or fall semester, the newly seated General Council shall review the proposed budget, amend it as necessary, and adopt the operating budget for the current fiscal year.

VIII.1.05 The adopted budget shall be submitted to the dean of students through established college processes.

VIII.1.06 The Executive Council may approve budget amendments during the fiscal year to address operational needs, emerging priorities, and changes in available funding.

VIII.1.07 All budget amendments shall be reported to the Advisory Council at the next regularly scheduled meeting.

VIII.1.08 In the event that additional funding is necessary during the fiscal year, the Executive Council may, in consultation with the dean of students, develop and submit a request for increased funding. All requests shall follow applicable CWI policies, procedures, and approval processes.

Section 2: Budget Priorities

VIII.2.00 The Advisory Council shall annually discuss student needs, program priorities, and funding recommendations and shall provide opportunities for student input.

VIII.2.01 Advisory Council recommendations shall be considered by the Executive Council during budget development and budget amendment discussions.

VIII.2.02 In developing the budget, the Executive Council shall consider:

VIII.2.02.01 Student feedback and identified needs;

VIII.2.02.02 Student programming and engagement opportunities;

VIII.2.02.03 Operational and leadership development needs;

VIII.2.02.04 Available financial resources; and

VIII.2.02.05 Previous allocations and spending trends.

Section 3: Student Club Funding

VIII.3.00 The ASCWI annual budget shall include a dedicated allocation for recognized student clubs and organizations.

VIII.3.01 The amount allocated shall be determined annually by the Executive Council based on available funding, historical expenditures, and the number and needs of active student clubs.

VIII.3.02 Funds designated for student clubs shall be used in accordance with college policies and procedures.

Section 1: Elections Requirements

IX.1.00 Anything regarding elections must follow all of the guidelines set forth in the candidate packet and the voter's guide.

IX.1.01 It shall be the responsibility of ASCWI government candidates, their supporters, and all others involved in ASCWI elections to be informed of and to follow these policies and procedures.

Section 2: Elections

IX.2.00 Any member of ASCWI may become a candidate for office after having fulfilled the officer eligibility requirements as stated in this Constitution and the ASCWI Bylaws.

IX.2.01 The following positions shall be elected in a general election to be held and concluded during the spring semester.

IX.2.01.01 President

IX.2.01.02 Vice president of student life

IX.2.01.03 Vice president of student resources

IX.2.01.04 Vice president of records and finance

IX.2.02 Advisory Council members and committee members shall be appointed through an application and interview process coordinated by the president, the vice president responsible for the applicable area, and confirmed by the Executive Council.

IX.2.03 If one or more elected Executive Council positions remain unfilled following a regular election, whether due to a lack of candidates, an unsuccessful election, or any other circumstance, the dean of students or designee may initiate an application and interview process to the fill the position(s).

IX.2.04 Executive officers elected during the regular election shall assume authority upon certification of the election results.

IX.2.05 Election processes and results shall be overseen and certified by the ASCWI advisor and confirmed by the ASCWI Executive Council within two (2) calendar weeks of the election.

IX.2.06 Election protests must be submitted in writing to the ASCWI advisor, the dean of students, and the ASCWI general inbox (ascwi@cwi.edu) within 24
hours of the close of voting.

IX.2.06.01 Election protests shall include sufficient information and evidence to warrant an official review.

IX.2.06.02 Election protests shall be reviewed and resolved in accordance with procedures established by ASCWI and Student Affairs.

IX.2.06.03 Decisions regarding election protests shall be final unless substantial new evidence is presented.

IX.2.07 Upon announcement of election results, the prevailing candidates shall become non-voting members of ASCWI and begin transitioning into their role with ASCWI.

Section 1: Term Of Office

X.1.00 For all ASCWI Officers, their term shall begin the day after Spring Commencement and expire the following Spring Commencement.

Section 2: Term Limit

X.2.00 No officer of the ASCWI government shall serve more than two (2) terms in the same position; be they consecutive or intermittent; regardless of the duration of each term of service.

Section 1: Impeachment

XI.1.00 Any elected or appointed ASCWI officer may be removed from office through impeachment.

XI.1.01 Upon removal by impeachment, the officer shall immediately vacate the position.

Section 2: Impeachment Grounds

XI.2.00 Grounds for impeachment include, but are not limited to:

XI.2.00.01 Failure to fulfill duties of office,

XI.2.00.02 Abuse and misuse of authority,

XI.2.00.03 Violation of the Student Code of Conduct or applicable college policies,

XI.2.00.04 Conduct that substantially interferes with ASCWI operations or the officer’s ability to serve,

XI.2.00.05 Two (2) or more unexcused absences from required meetings.

XI.2.01 The dean of students or designee shall review impeachment petitions for procedural compliance before proceedings move forward.

Section 3: Impeachment Authority

XI.3.00 Impeachment proceedings may be initiated by:

XI.3.00.01 A petition signed by at least 100 members of ASCWI, as defined in Article 1, Section 1.

XI.3.00.02 A petition signed by at least one-third of seated ASCWI officers. 

XI.3.01 Removal by impeachment shall require a two-thirds vote of seated officers present and eligible to vote.

XI.3.02 The officer who is the subject of impeachment proceedings shall not participate in deliberations or vote on the impeachment matter.

Section 4: Impeachment Requirements

XI.4.00 An impeachment petition must:

XI.4.00.01 Identify the officer who is subject of the petition;

XI.4.00.02 State the alleged grounds for impeachment; and

XI.4.00.03 Include supporting information or evidence.

XI.4.01 Petitions that do not substantially comply with the requirements of this article may be dismissed by the dean of students or designee.

Section 5: Impeachment Processes

XI.5.00 Upon receipt of a valid impeachment petition:

XI.5.00.01 The accused officer shall receive written notice of the allegations;

XI.5.00.02 The Executive Council shall conduct a hearing no fewer than five (5) business days and no more than 10 business days following receipt of a valid impeachment petition;

XI.5.00.03 The accused shall have the opportunity to respond to the allegations and present relevant information;

XI.5.00.04 Following the hearing, the Executive Council shall vote by secret ballot.

Section 6: Right of the Accused

XI.6.00 An officer subject to impeachment shall have the right to:

XI.6.00.01 Receive written notice of allegations;

XI.6.00.02 Review supporting information used in the proceedings;

XI.6.00.03 Present a response and relevant evidence; and

XI.6.00.04 Request an appeal as provided in this Article.

XI.6.01 Proceedings may continue in the absence of the accused officer if reasonable notice has been provided.

Section 7: Appealing an Impeachment

XI.7.00 An impeachment decision may be appealed once within five (5) business days.

XI.7.01 Appeals may be granted only if:

XI.7.01.01 Significant procedural error occurred;

XI.7.01.02 New information becomes available that could substantially affect the outcome; or

XI.7.01.03 The evidence does not reasonably support the decision.

XI.7.02 Appeal decisions shall be reviewed by the dean of students or designee and shall be final.

Section 1: Definition

XII.1.00 A referendum shall be defined as a proposed statement of ASCWI policy which shall be initiated by the ASCWI Executive Council or Advisory Council and submitted to a vote of ASCWI membership for approval with the exception of referenda pertaining to mandatory fees, which must receive at least 60% of the votes cast in the election.

Section 2: Requirements

XII.2.00 A referendum may be proposed by the ASCWI Executive Council or Advisory Council and shall require approval by a two-thirds vote of the Executive Council before being placed on the ballot.

XII.2.01 The Executive Council shall provide a title and a brief explanation as to the purpose of the referendum without argument or prejudice. If the opponents and/or proponents are dissatisfied with the measure title or wording, they may appeal it for modification.

XII.2.02 For a referendum to be approved it must receive at least 50% plus one (1) of the votes cast in the election.

Section 1: Requirements

XIII.1.00 Amendments to this constitution may be proposed by:

XIII.1.00.01 A petition signed by at least 15% of the ASCWI membership; or

XIII.1.00.02 A recommendation approved by the Executive Council.

XIII.1.01 Amendments shall be enacted when ratified by a simple majority of those voting.

XIII.1.02 All amendments must:

XIII.1.02.01 Have been read prior to being discussed, debated, or voted upon; and

XIII.1.02.02 Be completed no later than the fourteenth week of the spring semester; and

XIII.1.02.03 Meet all the qualifications; and

XIII.1.02.04 Be verified by the ASCWI advisor(s).

XIII.1.03 All amendments shall be added to this constitution, and the new constitution shall supersede all previous ASCWI constitutions.
